I had informed the Foreign Office of Hau Mo's letter. The

whole matter was a very small one and the area not much

bigger than His Excellency's own garden. It did not seem

worth a major dispute.

His Excellency listened very quietly. He agreed with

my last remark. He asked which Department at home had the

final say, Foreign Office or Colonial Office.
